So the first half of Season 8 has drawn to a close and - referring to the major spoiler just above - the episode did something that poses a considerable change from the comics: killing off Carl. He's not dead yet, but it's inevitable he'll go soon (presumably in the mid-season premiere in February). It was surprising and I'm not quite sure how I feel about it yet because of how it plays into an over-arching theme that TWD represents: the story of a father shepherding his son through his formative years during the zombie apocalypse (although, to be fair, Rick still has Judith to look after in the show). However, considering the context, I think it is going to be an important move that will justify certain actions going forward and the death of Carl will reshape the current attitudes of several characters.
Indeed, All Out War isn't just another skirmish between two ragtag groups (like Woodbury, or Terminus, or the Hospital) - no, because All Out War is, for the TWD universe, akin to a major conflict like World War II ... and the far-reaching ramifications posed by such a conflict changes the face of the landscape after the last bullet is fired, and this episode's twist plays into that.
